When Justin March and super-soldier Mae Koskinen are assigned to a diplomatic delegation going into Arcadia - a dangerous neighbouring country to the RUNA, in which religion is intertwined with government - they discover powerful forces at work.
Mae also has her own secret mission: finding the illegitimate niece her family smuggled away years ago.
